The short answer. TikTok Shop’s September 2026 policy roundup, dated October 9, 2026, lists 10 updates that took effect in September: 8 for sellers and 2 for creators. For brand teams, the ones closest to what shoppers see are new restrictions on AI-generated listing images and wider listing accuracy expectations that include beauty and personal care. Creators also get Creator Health Rating 2.0.
September 2026 updates (dated October 9, 2026)
For sellers
- AI-generated listing images. New guidance on when AI-generated or AI-edited images can be used in product listings. TikTok’s core principle is that listing images should accurately represent the real product buyers will receive. The guidance lists misleading 3D effects, exaggerated size, unsupported product effects and visuals that do not match the actual item.
- Product listing accuracy. TikTok is widening listing accuracy expectations across select categories, with category guides that include beauty and personal care. Listings that do not comply may lose visibility.
- Low-quality products. A new enforcement framework targets products that repeatedly fail to meet customer expectations. When TikTok detects low-quality issues, the shop can receive a violation that may reduce the visibility of the flagged products.
- Fulfilled by TikTok returns. TikTok Shop now manages returns sent to Fulfilled by TikTok warehouses, using the warehouse’s inspection evidence and the buyer’s stated return reason to decide the refund outcome and who is financially responsible.
- Print-on-demand returns. A new aftersales policy for US print-on-demand orders, with “Final Sale” labeling on the product page and a window for buyers to cancel before production starts.
- Invalid Seller Rejection Rate. TikTok changed how this metric is measured for US sellers, focusing on eligible cases within the seller’s control and giving sellers earlier visibility into performance trends.
- LIVE auctions: dangerous goods. Temporary listings in LIVE auctions must declare whether the product is or contains a dangerous good.
- LIVE auctions: brand authorization. Sellers may need approved brand authorization before listing temporary products or starting LIVE auction activity for certain high-risk brands.
For creators
- Creator Health Rating 2.0. TikTok changed how creators earn, lose and recover points on this score, and gives creators more detail about what affected it.
- Blind boxes. Only approved brand-origin blind box products, originally made as blind boxes, may be promoted through Auction LIVE temporary listings. Self-assembled, repackaged or unapproved blind boxes are no longer allowed.
Other TikTok Shop policy pages updated recently
- Medical devices (dated October 9, 2026). TikTok’s page says that under US law, whether a product is a medical device depends on its intended use, including what the product is designed, labeled, advertised or promoted to do, and not on the product category the seller selects. It gives beauty tools, wellness products, sports accessories and consumer gadgets as examples that may be treated as medical devices when their claims or intended use indicate that they diagnose, cure, mitigate, treat or prevent disease, or affect the structure or function of the body. It says Class III devices are prohibited for sale on TikTok Shop.
- Affiliate marketing eligibility (dated October 9, 2026). The page lists who can take part in affiliate marketing: shops need a Shop Performance Score of 3.5 or higher, products need a VoC Index (TikTok’s customer satisfaction metric) less than 1.5 times the average for products in the same listing category, and creators need a Promotion Performance Score of 3.5 or higher and a minimum Creator Health Rating. The page does not say which parts are new.
- Creator guide to prohibited behaviors (dated September 29, 2026). TikTok says a product can be eligible for sale while the content used to present it is not compliant. TikTok says it considers a creator’s intent and behavior by assessing the video title, description, spoken words, on-screen text, actions, visuals and background audio. Video penalties TikTok lists for prohibited behavior include product anchor removal, no recommendation in For You, the Shop tab or Search, a 60-day commission freeze and a 24-point Creator Health Rating deduction.
What this means for a brand team
Most of this month’s changes are about listings and operations. Two other pages focus on promotion: TikTok’s medical devices page says a product’s legal status can depend on how it is advertised or promoted, and its creator guide says content can break policy even when the product is allowed for sale. A brand that wants to know how its products are presented by creators has to look at the creator videos themselves.
